Biography
Dr. Joe Tay is a family physician and addiction medicine doctor with Vancouver Coastal Health. He provides primary care in the Downtown Eastside as medical coordinator at Groundspring Primary Care and as family physician at Raven Song Primary Care. He also provides addiction medicine care at the Downtown Eastside Connections Clinic.
Dr. Tay holds an Honorary Lectureship at the University of St Andrews School of Medicine, where he completed his PhD on telemedicine-enabled medications for opioid use disorder. He was a Commonwealth Fund Harkness Fellow in Health Care Policy and Practice (2023–2024) at the University of California Benioff Homelessness and Housing Initiative.
His research interests include complex systems approaches to organisational change, equity-focused implementation science, and telemedicine and digital health interventions focused on opioid use disorder care. Dr. Tay also investigates digital interventions for marginalised and equity-deserving populations. In 2026, he received the VCHRI Innovation and Translational Research Award.
